Emergency Housing Voucher and HMIS - VT

HUD has provided 70,000 housing choice vouchers to local Public Housing Authorities (PHAs) in order to assist individuals and families who are:

  • Homeless
  • At risk of homelessness
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
  • Were recently homeless or have a high risk of housing instability

What this means for HMIS Data Entry

Each CoC has made their determinations on how the vouchers will be distributed. Many of these clients will be in current housing projects in HMIS and will need to be exited from those projects in HMIS.

Exit Destination 

For households exiting into a EHV, you will need to choose the destination that best fits the situation: "Rental by client, with HCV voucher (tenant or project based)"

Coordinated Entry - Referral to EHV

If a client was referred to a PHA for a EHV, you will need to enter a Coordinated Entry Event to track that referral.

To enter the Coordinated Event EHV referral:

  • EDA as the correct Coordinated Entry project
  • Backdate to the date the referral was made
  • If referral was made on the SAME DAY as the client entered CE, you will click into the Entry Start Date
  • If referral was made AFTER the client entered CE, you will click on the Interim icon and create an update
  • Scroll down to the Coordinated Entry Event
  • Click the ADD button
  • Enter the Start and Date of Event
  • Event: Referral to Emergency Housing Voucher (EHV)
  • Location of Crisis Housing or Permanent Housing: For now leave this blank
  • Referral Result: Leave this blank unless the client was approved on the same day of the referral
  • Date of Result: Leave this blank unless the client was approved on the same day of the referral
  • Click SAVE

Accepting or Denying Referral to EHV

  • EDA as the correct Coordinated Entry project
  • Backdate to the date the referral was Accepted or Denied
  • Create an Interim Update
  • Scroll to the Coordinated Entry Event 
  • Click on the pencil of the EHV referral
  • Referral Result: Pick the most accurate option
  • Date of Result: Date the referral was accepted or denied
  • Click SAVE
